2nd Edition of the Public Information Access Days: The Minister of Communication Commends the Central Role of CAIDP

Inspector Anoma Kanié Léandre, representing the Minister of Communication, praised the crucial role of the Commission for Access to Public Information (CAIDP). In less than two years, this institution has successfully repositioned itself, becoming a key player in implementing the reforms initiated by the President of the Republic, Alassane Ouattara.

Speaking on behalf of Minister Amadou Coulibaly, Anoma Kanié Léandre made these remarks on Monday, September 29, 2025, in Abidjan, during the official opening of the 2nd edition of the Public Information Access Days (JDAIP Abidjan 2025). The ceremony was attended by several notable figures, including the President of CAIDP, Anne-Marie Konan-Payne, and the UNESCO Resident Representative in Côte d’Ivoire, Omar Diop.

He emphasized that CAIDP’s commitment has enabled Côte d’Ivoire to stand out as one of only four countries in the sub-region with a solid institutional and legal framework for access to information. Côte d’Ivoire is, in fact, the only French-speaking country in this select group. “This position is a source of national pride,” he stated.

He also commended CAIDP’s fundamental efforts to raise awareness, train, and hold public administrations accountable.

The JDAIP Abidjan 2025 aims to encourage in-depth reflection on challenges related to access to information. These include democracy and citizen participation, information as a common good that creates value, as well as the preservation and transmission of knowledge.

For her part, CAIDP President Anne-Marie Konan-Payne stressed the need to rethink access to information not as a constraint, but as an opportunity for transformation for societies and institutions. She reaffirmed CAIDP’s determination to continue the momentum already underway by turning discussions and recommendations into concrete tools and shared methods that will ultimately lead to the development of a national strategy built with all stakeholders.

Meanwhile, the UNESCO Resident Representative in Côte d’Ivoire applauded the country’s unwavering commitment to making the right of access to information a pillar of democracy and a driver of social cohesion.

Held under the theme “Access to Public Information and General-Interest Documents: Between Openness, Protection of Secrets, and Respect for Fundamental Rights”, this edition took place from September 28 to 30, 2025.
