The Council of Ministers adopted four decrees regarding the financing, construction, ownership, operation, and maintenance of solar power plants with a total capacity of 210.3 megawatt-peak (MWp) in the Bafing, Gontougo, and Poro regions.

These projects include:

  • The 50 MWp solar plant in Bondoukou (Gontougo), under the Amea Power agreement;
  • The 58.6 MWp solar plant in Touba (Bafing), under the Scaling Solar agreement;
  • The 52 MWp solar plant in Tongon (Poro), under the Tongon Solar agreement;
  • The 49.7 MWp solar plant in Laboa (Bafing), under the Scaling Solar Laboa agreement.

According to government spokesperson Amadou Coulibaly, who shared the information following the Council of Ministers meeting on November 12, 2025, these agreements were concluded as part of the policy promoting private sector participation in the development of the electricity sector, through independent power generation projects to meet the growing demand for electricity.

Minister Coulibaly emphasized that Côte d’Ivoire, aspiring to become an energy hub, is firmly committed to an energy mix strategy, diversifying its electricity production sources, with a particular focus on renewable energy.
