Anne Désirée Ouloto-Lamizana, Minister of State, Minister of Public Service and Administrative Modernization, called for the building of a citizen-friendly public service aimed at achieving shared prosperity. She made this appeal on Tuesday, June 23, 2026, at the Palais de la Culture in Abidjan-Treichville during the opening ceremony of the 6th edition of the National Public Service Days (JNSP).
Held under the theme, “Together, Let Us Build a Citizen-Friendly Public Service,” the ceremony was attended by Ibrahime Coulibaly-Kuibiert, President of the Council of State, several government officials, technical and financial partners, as well as numerous civil servants, public employees, and trainee civil servants.
“The President of the Republic, Alassane Ouattara, received a mandate from the people to whom he promised shared prosperity,” Anne Désirée Ouloto-Lamizana stated. According to her, this shared prosperity is reflected in the provision of public services through security, peace, development, access to clean drinking water, electricity, education, healthcare, and many other sectors that contribute to the well-being of the population.
The Ministry of Public Service, which she heads, places particular emphasis on digitalization in order to bring public services closer to users, turning them into true partners and better serving their interests.
Delivering the keynote address, Ibrahime Coulibaly-Kuibiert noted that Côte d’Ivoire’s public administration is adapting to modern times by implementing information and communication technologies to respond more effectively to citizens’ needs.
“We must succeed in creating a partnership between the administration and public service users so that public service becomes a true friend of the citizen,” he emphasized. To achieve this, he said, the administration must work in the general interest of the population and uphold the three fundamental principles of public service: continuity, equality, and adaptability that is, the ability to respond to citizens’ evolving needs.
“Civil servants, public employees, and citizens, let us build this citizen-friendly public service together, because it is together that we will write the most remarkable chapters in our nation’s history,” urged Auguste Yéboué, Director General for Public Service Transformation, before officially launching the Public Service Innovation Award on behalf of the Minister of State.
The National Public Service Days are being held from June 23 to June 26, 2026, across the Autonomous Districts of Abidjan and Yamoussoukro, as well as in Côte d’Ivoire’s 31 regions. The program includes public service exhibitions, clinical workshops, a masterclass, a roundtable discussion, and panel sessions. The event will conclude on Friday at the Sofitel Abidjan Hôtel Ivoire in the presence of Prime Minister Robert Beugré Mambé.
