Côte d’Ivoire and CTBTO strengthen cooperation for global peace and security

Signing of the Côte d’Ivoire–CTBTO Agreement: Strengthening Commitment to International Peace and Security

The Conference Hall of the Ministry of Foreign Affairs and International Cooperation hosted the official signing ceremony of the Cooperation Agreement between the Republic of Côte d’Ivoire and the Comprehensive Nuclear-Test-Ban Treaty Organization (CTBTO) on Friday, June 26, 2026.

The ceremony was attended by H.E. Mrs. Nialé Kaba, Minister of State, Minister of Foreign Affairs and International Cooperation; Mr. Adama Diawara, Minister of Higher Education and Scientific Research; and Dr. Robert Floyd, Executive Secretary of the CTBTO.

Speaking at the ceremony, H.E. Mrs. Nialé Kaba welcomed the conclusion of the agreement, stating that it reflects the shared commitment of Côte d’Ivoire and the CTBTO to strengthen their partnership in support of international peace, global security, and the fight against nuclear proliferation.

She reaffirmed Côte d’Ivoire’s longstanding commitment to a world free of nuclear weapons, recalling the historic significance of the 30th anniversary of the CTBTO and the Pelindaba Treaty, both of which symbolize the international community’s efforts toward nuclear disarmament and non-proliferation.

The Minister of State also highlighted the concrete progress achieved through cooperation between Côte d’Ivoire and the CTBTO, including the Facility Agreement signed on March 19, 2026, which designated Côte d’Ivoire as a host State for the International Monitoring System (IMS), as well as the installation of the Capacity Building System at the National Data Centre in Lamto.

For his part, Mr. Adama Diawara, Minister of Higher Education and Scientific Research, emphasized the scientific and academic significance of the agreement, noting that it opens new opportunities for Ivorian universities and research institutions. He explained that the partnership will contribute to the development of the Treaty’s civilian and scientific applications, strengthen the capacities of young researchers, and facilitate the integration of International Monitoring System technologies into national research programmes.

Dr. Robert Floyd, Executive Secretary of the CTBTO, commended Côte d’Ivoire for its strong commitment and active role in implementing international monitoring mechanisms.

He expressed his appreciation for the country’s continued contributions and noted that the agreement represents an important milestone in strengthening regional and international cooperation in the fields of nuclear non-proliferation and global security.

Through this agreement, Côte d’Ivoire reaffirms its commitment to working alongside the international community to promote a safer world built on peace, science, and multilateral cooperation.
