Côte d’Ivoire to Introduce National Governance Index

Abidjan – Côte d’Ivoire is moving toward a new phase in strengthening public governance with the upcoming introduction of a National Governance Index (NGI). The initiative, led by the High Authority for Good Governance (HABG), was presented to the Minister of Economy, Finance and Budget, Adama Coulibaly, by the institution’s President, Zoro Epiphane Ballo.

This step follows a series of institutional consultations initiated by the HABG, after an initial round of discussions with the Ministry of Planning and Development. It reflects the country’s commitment to building a consensual national tool aimed at improving the effectiveness of public action.

A strategic “Made in Côte d’Ivoire” tool

Developed with technical support from the Centre for Economic Policy Analysis (CAPEC) of CIRES, the National Governance Index is designed as an endogenous evaluation and policy-monitoring instrument.

Beyond being a simple indicator, the NGI aims to accurately measure the impact of public policies in terms of transparency, accountability, and anti-corruption efforts. Its objective is to provide Côte d’Ivoire with a reliable mechanism to guide reforms, improve public resource management, and enhance institutional performance.

An inclusive approach to shared governance

The presentation of the project to the Ministry of Economy is part of a co-construction process. By involving key government departments, the HABG seeks to ensure the relevance, credibility, and ownership of the index.

Discussions allowed for technical input from the ministry, particularly on public finance issues, in order to develop a comprehensive and cross-cutting evaluation framework.

Strong institutional support

Minister Adama Coulibaly welcomed the initiative, describing it as strategic for strengthening the image and efficiency of the Ivorian administration. He reaffirmed his ministry’s commitment to supporting the HABG in finalizing this key project.

With the planned rollout of the National Governance Index and its sub-indicators, Côte d’Ivoire is taking a decisive step toward modernizing its public evaluation system.

Through this initiative, the country demonstrates its commitment to aligning governance standards with international best practices while adopting solutions tailored to its national context.
