At the initiative of the Ministry of Mines, Petroleum and Energy, a high-level institutional workshop on the regulatory framework and progress in energy efficiency and renewable energy was opened on April 28, 2026 in Yamoussoukro, for Members of Parliament.
Representing the Minister of Mines, Petroleum and Energy, the Director General of Energy, Éhouman Kalifa Narcisse, explained that this two-day meeting aims to inform and raise awareness among Members of Parliament, while strengthening their legislative and institutional support for national energy policies.
“Under the leadership of the Ministry, we have reached historic milestones. The regulatory framework is no longer limited to energy production alone. It now includes the promotion of energy efficiency to reduce pressure on the national grid; incentives for private investment in solar, wind, biomass, and hydropower; and the decentralization of access to energy, which is essential for our populations,” said Éhouman Kalifa Narcisse.
He also recalled that this workshop is aligned with the vision of President Alassane Ouattara to increase the share of renewable energy in the national energy mix to 46.3% by 2035.
Éhouman Kalifa Narcisse further expressed the hope that these discussions would strengthen dialogue between the Executive and the National Assembly on the country’s energy priorities. According to him, “parliamentary oversight ensures that these policies truly benefit the population, especially in rural areas where decentralized electrification is transforming lives.”
The meeting was attended by Coulibaly Gando, Regional Prefect and Prefect of the Yamoussoukro Department, and Spoëri Anja, representative of the German Cooperation Agency (GIZ), which supports Côte d’Ivoire through the “Market Development and Employment Promotion in Renewable Energy and Energy Efficiency in Côte d’Ivoire” project (ProFERE), launched in 2019 and currently in its second phase since January 2023.
