Expanding Access to Affordable Housing Amid Rapid Urban Growth

Faced with strong demand for housing, driven by rapid urbanization, the government is stepping up initiatives to help citizens access decent housing.

The Presidential Program for the Construction of Social and Economic Housing (PPCLSE), implemented in collaboration with real estate developers, has led to the construction of thousands of housing units in Abidjan and across the country. These homes, ranging from apartments to single-story villas, are offered at prices suited to buyers’ financial capacities, along with easier access to bank credit.

In Bingerville, Honorine Yao, a beneficiary, expresses her satisfaction: “The delivery deadlines were respected, and I feel comfortable in my apartment with my daughter. The place is clean and spacious,” she says.

Beyond improving access to homeownership, the program also aims to reduce the housing deficit and sustainably enhance living conditions. According to the government’s 2011–2024 report, around 42,000 housing units have been built since the program’s launch, compared to just 5,000 in 2011.

At the same time, complementary initiatives, particularly rent-to-own schemes, are being introduced for individuals who do not have sufficient guarantees to access bank loans.

Through these efforts, the government aims to provide sustainable and inclusive solutions, enabling as many people as possible to access decent housing.
