The High Authority for Good Governance (HABG) has announced the opening of a preliminary verification phase in the case related to the demolition and eviction operation in the Campement neighborhood in Koumassi.
The President of the institution, Épiphane Zoro Bi Ballo, made this decision public on Thursday, June 18, 2026, during a statement broadcast live on the institution’s digital platforms.
Following his preliminary analysis of the facts, the President of the HABG indicated that the elements currently in his possession do not make it possible either to establish the regularity of the rights claimed by Mr. Alloui Brou Jacques, or to conclude that irregularities occurred in the operations carried out on the site concerned.
However, the institution considers that several aspects of this case require further investigation. These include the circumstances surrounding the alleged allocation of 34 hectares of land, the landfilling operations carried out on the site, the use of public security forces, as well as the demolitions carried out as part of the eviction process.
In order to shed full light on these events, the HABG will proceed with a documentary collection from the relevant administrations and structures. This process will notably involve the Ministry of Housing, Urban Planning and Living Environment, the Land Conservation Directorate, the President of the Chamber of Judicial Officers, the Ministries of Defense, Interior and Security, the Koumassi City Hall, the Abidjan Prefecture, the competent judicial authorities, as well as any other involved structure.
The requested documents will mainly concern land titles related to the site, allocation orders, deeds of transfer or final concession, as well as administrative acts and decisions governing the occupation and management of the site, along with authorizations relating to eviction, demolition, and landfilling operations.
In parallel, the HABG will carry out a legal, land-related, and chronological analysis of the collected documents. This assessment should make it possible to determine the conditions under which the land was acquired and secured, the administrative procedures that led to the contested operations, as well as any possible involvement of public officials in situations that may constitute breaches of integrity or good governance. The identification of individuals or legal entities who benefited, or may have benefited directly or indirectly, from the operations carried out on the site will also be among the objectives of this analysis.
According to Épiphane Zoro Bi Ballo, this verification phase is intended to assess the relevance of opening a formal investigation. The inquiries could notably seek to establish the possible existence of facts relating to abuse of office, conflict of interest, illicit acquisition of interests, corruption, or any other offense provided for by the applicable laws.
