Modernizing Administration: Minister Kalil Konaté Officially Launches Interoperability Platform Project

Kalil Konaté, Minister of Digital Transition and Digitalization, officially launched the public administration interoperability platform project on Thursday, September 25, 2025, in Abidjan-Plateau.

Phase 1 of the project, running until April 2026, will interconnect the information systems of 12 ministries. “After this launch, we will move to centralize all data in one, two, or three data centers, ensuring that each administration has real-time access to data at any time,” announced Minister Konaté.

He encouraged the National IT Development Agency (SNDI), responsible for implementing the platform, to engage other administrations and ensure that all public enterprises participate in this crucial project. “If successful, we will optimize the state’s financial resources in their usage,” he emphasized.

Using the example of a competition, Minister Konaté explained that documents like nationality certificates or birth certificates, produced by the state, should be accessible anytime and anywhere, improving administrative efficiency and user services.

SNDI Director General Nongolougo Soro added that while most state administrative organizations already have information systems, they currently do not communicate with each other. “The platform will allow administrative services to interact, reducing the need to move from one office to another for documents or services. This will save time, reduce costs, and improve satisfaction for citizens, businesses, and users,” he explained.

The platform rollout will continue across all ministries until early 2028, when most of Côte d’Ivoire’s administrative information systems will be interconnected. “The ultimate goal is to minimize paper usage in administrative services by 2030, paving the way for full digitalization,” Nongolougo Soro concluded.
