The OPEC Fund for International Development plans to provide up to $500 million in financing and $3 million in grants to Côte d’Ivoire between 2026 and 2029 to support infrastructure development, economic transformation and job creation.
The funding framework is part of a new country partnership strategy signed on October 16 in Bangkok, Thailand, on the sidelines of the annual meetings of the International Monetary Fund and the World Bank Group.
The agreement was signed by OPEC Fund President Abdulhamid Alkhalifa and Côte d’Ivoire’s Planning and Development Minister Souleymane Diarrassouba.
The proposed financing is expected to support priority sectors including energy, water and sanitation, transport, healthcare, agriculture and private-sector development. The strategy also aims to strengthen access to financing, improve professional skills and encourage employment opportunities.
The partnership is aligned with Côte d’Ivoire’s National Development Plan for 2026-2030, which seeks to accelerate economic transformation and strengthen the country’s development prospects.
The OPEC Fund and Côte d’Ivoire have cooperated since 1982. According to the fund, it has approved more than $530 million in public- and private-sector financing for the country since the partnership began.
The planned $500 million represents a potential financing envelope over four years, rather than an immediate disbursement. The actual amounts released will depend on the projects supported and the relevant financing arrangements.
The agreement comes as Côte d’Ivoire seeks to expand infrastructure investment, diversify economic activity and create more jobs while implementing its medium-term development programme.
