On Monday, April 13, 2026, the Prime Minister’s Office auditorium hosted the opening ceremony of the 2025 sectoral review of projects under the Debt Reduction and Development Contract (C2D). Organized by the Prime Minister’s Office, in collaboration with the C2D Technical Secretariat and the French Development Agency (AFD), this meeting is part of the ongoing process of monitoring and evaluating commitments made under this cooperation mechanism.
The ceremony was chaired by H.E. Mrs. Nialé KABA, Minister of State, Minister of Foreign Affairs and International Cooperation, representing H.E. Robert Beugré MAMBE, Prime Minister, Head of Government, and Chairman of the C2D Steering and Monitoring Committee. It was attended by Mr. Karim TRAORÉ, Chief of Staff to the Prime Minister, as well as H.E. Jean-Christophe BELLIARD, Ambassador of France to Côte d’Ivoire.
Three major speeches marked the opening session.
Opening the series of addresses, Mrs. Léa DJATTI DIATÉ, Coordinator of the C2D Technical Secretariat, presented the overall implementation status of the program, highlighting the progress made in various sectors. She emphasized the significant results achieved, particularly in education, health, infrastructure, and rural development, illustrating the concrete impact of the C2D on the population. She also outlined future prospects, stressing the challenges ahead, the necessary adjustments to optimize implementation, and the strategic directions for the next phase of the program.
Taking the floor, H.E. Jean-Christophe BELLIARD, Ambassador of France to Côte d’Ivoire, recalled the strength of the partnership between France and Côte d’Ivoire through the C2D mechanism. He praised the quality of this cooperation, which reflects a shared commitment to promoting sustainable and inclusive development. The Ambassador highlighted the structuring nature of the policies supported by the C2D, contributing to strengthening institutional capacities and improving public services in key sectors. He also underlined the tangible results observed in the field, demonstrating the direct impact of the projects on beneficiary populations, while reaffirming the full commitment of resources by France as a sign of its continued support.
Finally, H.E. Mrs. Nialé KABA, on behalf of the Prime Minister, expressed the gratitude of the Ivorian Government to France and all partners involved. She commended the commitment of institutional and technical stakeholders whose mobilization contributes to making the C2D an exemplary instrument of cooperation and shared development. She recalled that the results achieved reflect a shared determination to implement structured, sustainable, and progress-driven policies for the population, before officially declaring the opening of the 2025 Sectoral Review.
The meetings will continue over two days, at the Prime Minister’s Office and at the Palm Club Hotel in Cocody. They will provide an opportunity for participants to assess the results achieved against initial forecasts, propose adjustments or refocusing measures, and anticipate potential challenges.
