The Economic and Financial Affairs Committee of the Senate unanimously adopted, on Monday, April 27, 2026, in Yamoussoukro, the draft law on the 2026–2030 National Development Plan (PND). The text was presented by Souleymane Diarrassouba, Minister of Planning and Development, acting as the Government’s representative.
The Senate, as the upper house of Parliament representing local authorities, reviewed the bill with a focus on ensuring coherence between the national orientations of the PND and territorial development dynamics. This parliamentary step precedes the plenary vote, the final constitutional phase before the law comes into force.
The draft law sets the strategic framework for Côte d’Ivoire’s economic policy for the 2026–2030 period, with a total budget of 114,838.5 billion CFA francs, 70.2% of which will be financed by the private sector. It aims for an annual growth rate of 7.2% and a per capita income of 4,500 USD by 2030.
Senators welcomed the clarity of the Minister’s presentation and the relevance of his responses to their questions, particularly regarding the mechanisms for implementing priority investments at the territorial level and the monitoring and evaluation systems across regions.
“The review of the 2026–2030 PND by the Senate reinforces the territorial anchoring of our development strategy. The plan translates into concrete investments in every region and every sector. The Senate ensures consistency between national ambition and local realities,” said Minister Souleymane Diarrassouba.
The draft law had previously been adopted by the Council of Ministers, then unanimously approved by the Economic and Financial Affairs Committee of the National Assembly on April 7, 2026, and in plenary session on April 14, 2026. It will now be submitted for a final vote in the Senate’s plenary session, the last constitutional step before the law establishing the 2026–2030 National Development Plan comes into effect.
