Côte d’Ivoire expands CDC-CI’s financial mobilization powers

Meeting in the Council of Ministers on Wednesday, September 9, 2026, at the Presidential Palace under the chairmanship of President Alassane Ouattara, the Ivorian government adopted an ordinance expanding the scope of resources that can be mobilized by the Côte d’Ivoire Deposits and Consignments Fund (CDC-CI), while granting it definitive ownership and management of funds deposited in its accounts that are subject to statutory limitation.

“Under the Ministry of Economy, Finance and Budget, the Council adopted a law amending the June 13, 2018 law establishing, defining the responsibilities, organization and operation of the Côte d’Ivoire Deposits and Consignments Fund (CDC-CI), as well as the related ratification bill,” said Amadou Coulibaly, Minister of Communication and government spokesperson.

According to him, the amending ordinance reorganizes the CDC-CI’s existing framework in order to strengthen and expand the operational resources required to fulfill its mandate of mobilizing additional financial resources for the State to support the financing of the national economy.

The new provisions also grant the Fund appropriate enforcement powers to effectively carry out its mandate, including financial and administrative measures applicable to entities subject to CDC-CI requirements in cases of non-compliance with existing legislation or attempts to circumvent the procedures established for this purpose.

The government spokesperson further indicated that full details of the draft ordinance would be provided in the implementing decree once it is published.

It should be noted that the Côte d’Ivoire Deposits and Consignments Fund (CDC-CI), established by Law No. 2018-574 of June 13, 2018, is primarily responsible for the secure custody and management of public and private funds and for contributing to the financing of the economy through the mobilization of long-term resources.
