National Development Plan (PND 2026–2030) : OPEC Fund for International Development Announces US$500 Million for Priority Projects in Côte d’Ivoire
The National Development Plan (PND 2026–2030) is Côte d’Ivoire’s strategic framework for economic and social development, aimed at accelerating structural transformation, improving living conditions, and strengthening sustainable and inclusive growth.
On Thursday, April 9, 2026, in Abidjan, the Minister of Planning and Development, Dr. Souleymane Diarrassouba, received in audience Mr. Mahmoud Khene, Director for Africa at the OPEC Fund for International Development.
During the meeting, the Fund announced a financing envelope of US$500 million dedicated to priority development projects over the next three years in Côte d’Ivoire.
The Minister emphasized the need for a more efficient partnership framework, calling for stronger coordination between the Fund and sectoral ministries, improved disbursement rates, and better alignment between international financing and local financial markets. According to the Ministry of Planning and Development, the performance of any partnership is measured by its tangible impact on populations and its contribution to structural economic transformation.
“The OPEC Fund for International Development is a strategic partner of Côte d’Ivoire. The envelope announced today reflects the relevance of our development model. Our ambition is to improve coordination, accelerate disbursements, and optimize the impact of each financing mobilized in support of the PND 2026–2030,” said Dr. Souleymane Diarrassouba.
