Côte d’Ivoire: €500M Deal with ABD Group at PND 2026–2030 Forum
On April 16, 2026, in Washington, the Minister of Planning and Development, Dr. Souleymane Diarrassouba, and the Minister of Economy, Finance and Budget, Adama Coulibaly, took part in a joint mission at a forum promoting the PND 2026–2030, organized with the Corporate Council on Africa and the U.S. Department of Commerce.
In front of some of the most active American investors on the African continent, the Minister of Planning and Development presented the vision of the President of the Republic, H.E. Alassane Ouattara: building a Great Nation that is Stable, Ambitious, and United.
The PND 2026–2030 translates this vision into an operational framework: 810 projects, seven priority industrial clusters, and a total investment envelope of 114,838.5 billion CFA francs, with 70.2% expected from the private sector. The plan targets an average annual growth rate of 7.2% over the 2026–2030 period.
A major milestone of the forum was the signing of a Memorandum of Understanding with ABD Group, worth €500 million, focused on investments in health, water infrastructure, and education. This agreement confirms that the PND 2026–2030 is a structured, sector-based, and operational investment opportunity portfolio designed to attract global investors.
