PND 2026–2030: Côte d’Ivoire Strengthens Digital Transformation Through Strategic Partnership with Huawei
On Thursday, March 19, 2026, the Minister of Planning and Development, Souleymane Diarrassouba, held a meeting with a delegation from Huawei Côte d’Ivoire, led by Mr. Benoit Wu, Director of Government Affairs.
The discussions focused on four priority areas:

strengthening the Ministry’s IT Master Plan;

the digitalization of public services as a lever for administrative efficiency and improved public policy delivery;

the use of big data and artificial intelligence in data collection, processing, and statistical analysis;

enhancing cybersecurity as a key requirement for the reliability of public information systems.
Present in Côte d’Ivoire for over twenty years, Huawei reaffirmed its commitment to supporting the Ivorian government in its digital transformation priorities, youth training, and the strengthening of technological human capital.
The Minister set the tone: the ambition of the PND 2026–2030 entails a technological responsibility. Digital infrastructure, information systems, and cybersecurity are no longer secondary technical aspects; they now directly determine the effectiveness of government action.
The Ministry of Planning and Development and Huawei Côte d’Ivoire aim to engage in targeted technical collaboration to support a more efficient administration and a PND 2026–2030 strengthened by robust digital infrastructure.
