About MCA-Côte d’Ivoire Regional
The Millennium Challenge Account (MCA) in Côte d’Ivoire, in partnership with the Government of Côte d’Ivoire and the Millennium Challenge Corporation (MCC) of the United States Government, is implementing a project under the $322.5 million Millennium Challenge Compact. The program aims to strengthen regional energy security, lower energy costs, and support the delivery of reliable, affordable electricity across West Africa by enhancing Côte d’Ivoire’s capacity to trade electricity in the regional market.
Role Overview
Under the direct supervision of the Chief Executive Officer, the Communications Director leads the Communications unit, ensuring that project execution aligns with the compact's overall objectives and resources are judiciously managed. The role is accountable for successful communications throughout the compact lifecycle (from initiation to completion), building collaborative relationships with Project and Sector Directors, and overseeing budgets, contracts, and department staff.
Key Responsibilities
- Strategic Communications: Develop and continuously adapt an integrated communications strategy and messaging framework to address emerging needs throughout the life of the compact.
- Public Relations & Media: Lead events, media outreach, and public information campaigns; build and nurture networks with national and local media, government officials, and civil society groups.
- Institutional Coordination: Synchronize messaging and ensure proactive issue management by coordinating closely with the MCC Resident Country Mission, MCC Headquarters, and the U.S. Embassy.
- Operational Leadership: Oversee communications budgets, manage PR firm contracts and external consultants (including TOR development and performance monitoring), and guide department staff.
- Content & Quality Control: Maintain high output standards for all communication materials and oversee the curation of a comprehensive multimedia assets library documenting compact progress.
🎓 Skills, Knowledge, and Expertise
Minimum Requirements
- Education: University degree in Communications, Journalism, Community Development, Business Administration, Public Relations (PR), Public Administration, or a related field.
- Professional Experience: 10+ years of relevant experience in corporate/public communications, outreach, or advocacy, with at least 3 years at a senior management level.
- Contract Management: 5+ years of experience managing contractor performance, terms of reference, quality monitoring, and contract negotiations.
- Languages: Fluency in both written and spoken English and French is essential.
- Media Relations: Proven experience working with national/local media, including on-the-record spokesperson experience.
- Technical Skills: Strong proficiency in MS Office and social media platforms.
Preferred Qualifications
- Advanced degree (master’s or higher) in Communications, Community Development, or Business Administration.
- Demonstrated experience working with international organizations or donor agencies.
