Job Overview
· Position: Gulf of Guinea Coordinator (m/f/x) Strategy and Policy Expert
· Organization: Enabel (Belgian Development Agency)
· Project: SCOPE Africa (Securing Corridors, Ports and Trade — Consortium led by Expertise France & Enabel)
· Location: Abidjan, Côte d'Ivoire (with frequent regional travel to Lomé, Lagos, etc.)
· Contract Duration: Project-based contract (until February 28, 2029)

Key Responsibilities
1. Partnership & Representation:
Represent the project across the Gulf of Guinea region (Côte d'Ivoire, Togo, Nigeria).
Maintain high-level relationships with local/international stakeholders, EU Delegations, and Embassies.
2. Strategic Support & Policy Dialogue:
Analyze regional challenges and advise the project leadership team.
Lead political and policy dialogue with institutional partners and port authorities.
3. Operational Implementation:
Oversee project activities, draft Terms of Reference (ToRs), and manage technical experts.
Supervise Monitoring & Evaluation (M&E), visibility activities, data collection, and reporting.
Write technical notes, policy briefs, and concept papers.
Candidate Profile Requirements
· Education: Master’s degree in Port/Maritime Management, Logistics, or a related field.
· Core Expertise: Solid background in maritime/port security, port management, or customs processes.
· Experience: * Proven experience in policy dialogue with institutional and strategic actors.
o Work experience with African Port Authorities and multi-agency cooperation (especially with the European Union / Global Gateway strategy).
o Capacity building and international development project management experience.
· Languages: Fluency in both French and English (written and spoken) is required due to the international and regional scope (covering anglophone hubs like Lagos).
