Charles Koffi Diby

Charles Koffi Diby was an Ivorian economist and politician, born on September 7, 1957, in Bouaké (French West Africa) and passed away on December 7, 2019, in Abidjan, Côte d'Ivoire. In November 1984, Charles Koffi Diby became responsible for auditing accounting positions at the General Treasury Inspection. In March 1985, he was appointed head of the salary visa department at the Central Accounting Agency for Public Expenditures (ACCDP) and accountant for the National Institute of Youth and Sports (INJS).

In 1990, he became an accountant for the National Institute of Technical and Vocational Training (INFTP). The following year, he became a proxy at the Central Accounting Agency for Public Expenditures (ACCDP) and a part-time lecturer at the National School of Administration. In 1993, he was appointed departmental treasurer of Bondoukou and municipal collector of Bondoukou Nassian. The next year, he held the same positions but in Daoukro.

From 1997 to 1998, he served as the central accountant for public expenditures at the Directorate General of Public Accounting and the Treasury, then became the Treasurer General of the Treasury in January 1998. On May 4, 2001, he became the Director General of the Treasury and Public Accounting after a competitive recruitment process.

From 2001 to 2007, Charles Koffi Diby was the President of the Board of Directors of the Société Nouvelle Air Ivoire. From January 17, 2008, to December 31, 2009, he was the president of the council of ministers of the West African Economic and Monetary Union (UEMOA). From June 2009 to November 2012, he served as the president of the council of governors of the Economic Community of West African States Bank for Investment and Development (BIDC). From 2012 to 2013, he was the President of the Council of Ministers of the Economic Community of West African States (ECOWAS). He also served as the president of the council of governors of the African Guarantee Fund for Small and Medium-sized Enterprises (FAGACE).

He was a delegate minister to the Prime Minister, in charge of Economy and Finance, in the Banny government from 2005 to 2007, and then a full-fledged minister in the Soro I, II, III, and IV governments. On March 13, 2012, he was reappointed as the Minister of Economy and Finance in the Kouadio-Ahoussou government.

Charles Koffi Diby was a member of the Grand Council of the Democratic Party of Côte d'Ivoire. He was elected under the PDCI label in the 2011 legislative elections in the Bouaflé sub-prefecture and served as the President of the Marahoué Regional Council from 2013 to 2018.

On June 16, 2016, he was appointed as the President of the Economic, Social, Environmental, and Cultural Council of Côte d'Ivoire
