c, born in 1962 in Bouko1, is an Ivorian politician. She currently holds the position of Minister of Economy, Planning, and Development since October 18, 2023, within the Beugré Mambé government.
In 1981, she obtained her baccalaureate in the C series. She continued her studies and earned a master's degree in economics, with a focus on public economics, from the National University of Côte d'Ivoire in 1985. In 1989, she obtained the title of statistical economist engineer and a postgraduate diploma in international economics/development economics from CESD in Paris at the Panthéon-Sorbonne University. In 1993, she graduated from the International Monetary Fund Institute in economic policy management.
Kaba Nialé began her career teaching macroeconomics at the National School of Statistics and Applied Economics. From 1991 to 2000, she held positions as a study manager and then chief of staff to the Prime Minister. In 2000, she became deputy chief of staff at the Ministry of Economy and Finance, and from 2003 to 2005, she was chief of staff to the Minister of Crafts and Informal Sector Supervision. From 2005 to 2007, she served as the Director-General of Côte d'Ivoire Tourism. In 2011-2012, she entered the government as the Minister of Housing Promotion.
From November 22, 2012, to January 12, 2016, she served as Minister Delegate to the Prime Minister, responsible for Economy and Finance in Côte d'Ivoire. Since January 13, 2016, she has been the Minister of Planning and Development in Côte d'Ivoire, renamed in the government of Robert Beugré Mambé in 2023.
At the Ministry of Planning and Development, Nialé Kaba continues to contribute her expertise to the government, mobilizing resources, overseeing investment evaluation, and developing development strategies. She also holds the positions of Governor of the African Development Bank (ADB) and the Islamic Development Bank (IDB).
She organized the consultative group for the financing of the national development plan (PND 2016-2020) in Paris on May 17 and 18, 2016. In 2017, she brought together decision-makers from Africa and around the world in Abidjan, as part of the International Conference on Africa's Emergence (CIEA 2017), to discuss the implementation of emergence plans. Since this conference, Abidjan, the economic capital of Côte d'Ivoire, has been designated as the laboratory for emergence in Africa.
