Mamadou Koulibaly, born on April 21, 1957, in Azaguié-Gare, is a Ivorian politician, economist, and academic researcher. He is the founder of Liberté et Démocratie pour la République (LIDER), a progressive liberal opposition political party that he established in July 2011, advocating for democracy and a market economy.
Having obtained his aggregation in economic sciences in 1987 at Aix-Marseille III University (France) as one of the youngest in his country at the age of 30, Mamadou Koulibaly taught at various faculties in Abidjan (Faseg, Cires, École nationale supérieure de statistique et d'économie appliquée (Côte d'Ivoire), University of Cocody), as well as at the University of Versailles and the University of Lille (France). He later administered the network for economic policy research at CODESRIA in Dakar.
Appointed as the Minister of Budget and later the Minister of Economy and Finance in the transitional government in 2000, he managed to organize, using solely Ivorian funds, the constitutional referendum, and the presidential elections in October 2000, despite international sanctions following the December 1999 coup.
Reappointed as the Minister of Economy and Finance in the first government of the Second Republic, of which he was the spokesperson, Prof. Mamadou Koulibaly was elected as the deputy for Koumassi (a district in Abidjan) in the December 2000 legislative elections.
