National Human Rights Council (CNDH)

  • Contribute to the drafting of reports required by international legal instruments to which Côte d'Ivoire is a party;
  • Maintain, within the framework of its mission, relations with national and international institutions and organizations involved in human rights, in accordance with the legislation in force;
  • Analyze any question relating to the promotion, protection, and defense of human rights;
  • Contribute to the protection of human rights defenders.

Areas of Intervention

Promotion of Human Rights: The CNDH ensures the dissemination of national and international legal instruments relating to human rights, raises awareness among the population about human rights, and trains state and non-state actors (civil society actors, community and religious leaders, etc.) on human rights through its university;

Protection of Human Rights: The CNDH conducts non-judicial investigations into allegations of human rights violations brought to its attention by citizens, victims, or those of which it becomes aware. It works to remedy the damage caused by the violation by assisting victims in their quest for justice or ending ongoing violations.

Modes of Action (Opinions, Studies, Investigations)

According to Article 2 paragraphs 5 to 8, the CNDH:

  • Receives complaints and reports of human rights violations and handles them;
  • Conducts non-judicial investigations and carries out all necessary investigations on complaints and reports received (or self-referred), and establishes a report containing the measures it proposes to end them.

To this end, the CNDH developed a Complaint Handling Manual on April 18, 2019, in accordance with the provisions of Law 2018-900 of November 30, 2018. The CNDH also revitalized the functioning of its toll-free number 80000888 and made operational, after the testing and compliance phase of the Complaint Handling Manual initiated in 2018, the complaint management software. The Council also created, in line with the institution's organic framework, a Directorate of Studies and Thematic Programs covering all categories of rights and a Directorate of Complaints and Investigations, including a department dedicated to prisons and places of deprivation of liberty, as well as a department dedicated to the management, handling, and follow-up of complaints.

Specifically, the Complaints Department's missions are to:

  • Receive, format, and register complaints;
  • Handle calls via the toll-free number (800 00 888) for information requests or to report human rights situations;
  • Manage the database, as well as electronically and physically archive cases;
  • Conduct preliminary hearings and investigations;
  • Provide advice, orientation, or referral to complainants;
  • Support Advisors and Regional Commissioners in handling complaints;
  • Notify complainants of the CNDH's conclusions and recommendations, including the closure or continuation of proceedings after processing their complaints;
  • Ensure the consolidation and follow-up of recommendations from the General Assembly's examination sessions;
  • Perform all tasks related to the management and follow-up of complaints.

In its proximity policy with the population, the CNDH has 31 Regional Commissions executing the Central Commission's missions at the local level. These are the CNDH's operational units supported by 81 Human Rights Officers and office staff.
