Council of Ministers Meeting of July 22, 2026: Ivory Coast Accelerates Social Housing, Infrastructure, and PND Projects
Infrastructure and PND Projects
Chaired by Head of State Alassane Ouattara on Wednesday, July 22, at the Presidential Palace in Abidjan-Plateau, the Council of Ministers adopted several major decrees. Key focus areas included increasing public capital in housing, strengthening road networks, modernizing urban markets, and ratifying major international financing agreements.
Social Housing and Urban Development
Côte d’Ivoire is stepping up its participation in the Shelter Afrique Development Bank (ShafDB). The Council ratified a loan agreement of 17 million USD (approximately 9.57 billion FCFA) with the Arab Bank for Economic Development in Africa (BADEA).
This funding will raise Côte d’Ivoire’s share in the bank's capital from 4% to 10%, securing a permanent seat on the Board of Directors and opening the door to increased financing for social housing and urban development across the country.
Market Modernization and Road Infrastructure
Regarding local infrastructure, several financing agreements were officially approved:
· Bouaké(Côte d'Ivoire’s second-largest city) and Yopougon (the largest and most populous commune in Abidjan) Markets: Ratification of an amendment with the French Development Agency (AFD) for an additional 28.28 million euros (18.55 billion FCFA) to complete the Bouaké commercial zone and the Yopougon semi-wholesale and retail market.
· Yabayo-Buyo Road Axis: Approval of a 30 billion FCFA loan from the BOAD to pave 60 km of road, along with 8 km of urban roads, public space upgrades, and ten water boreholes in Buyo.
· Central-West Roads: A 15.25-million-euro deal (10 billion FCFA) signed with the Islamic Development Bank (IsDB) will fund the paving of 100 km of dirt roads connecting Toulepleu-Zouan Hounien and Séguélé-Mankono, including street lighting and bridge installations.
Community Support and Mining Exploration
In the western region, an 87.3-million-euro agreement (57.26 billion FCFA) with the International Development Association (IDA) will fund community-selected projects, including health centers, schools, and drinking water access.
Additionally, four new four-year gold exploration permits were granted in the departments of Dianra, Mankono, Dabakala, Kong, Korhogo, and Boundiali.
State Real Estate: BNETD (National Bureau of Technical Studies and Development) Site Transfer
and Yopougon (the largest and most populous commune in Abidjan).
The government authorized the sale of the current 22.2-hectare BNETD site in Cocody. Once the state company moves into its new headquarters, the land will be transferred to a private operator for major real estate and tourism projects.
Record Success for the PND 2026-2030
Finally, the Council reviewed the outcomes of the Consultative Group meeting for the National Development Plan (PND 2026-2030), held on July 8–9 in Abidjan. Total financial pledges from international partners reached 80 billion USD (47,820 billion FCFA)—nearly four times the initial target.
On the sidelines of the event, the World Bank signed five separate agreements totaling 875 million USD (480 billion FCFA) targeted at job creation, skills training, and private sector support.
