2025 Budgetary Back-to-School Meeting at the Ministry of Communication: Minister Amadou Coulibaly Calls for Strict Resource Management

On Wednesday, February 12, 2025, in Abidjan-Plateau, Minister of Communication Amadou Coulibaly, in his role as the chief authorizer of expenses within his department, urged budget actors to adhere to the principles of accountability, transparency, and program performance. This call to action came during the 2025 Budgetary Back-to-School Meeting, which he chaired.

"The execution of the budget, in strict compliance with financial and administrative standards, is the essential foundation for achieving the objectives outlined in the multi-year expenditure programming document for the 2025-2027 period," declared the minister. He reiterated the importance of adhering to budgetary rules in managing the 2025 budget.

Minister Amadou Coulibaly encouraged credit managers to better familiarize themselves with the rules that govern public spending.

He also praised and commended the efforts and awareness of the budget execution actors in 2024. The ministry's execution rate stood at 96.67%, just slightly short of the 97.72% target for that year.

It is worth noting that the budget allocated to the Ministry of Communication for the 2025 fiscal year amounts to over 39.674 billion FCFA, an increase of 109.710 million FCFA compared to the 39.565 billion FCFA budget of 2024. This budget is divided across five distinct programs, including: General Administration, Communication and Media, Radio and Television Broadcasting Fee (RTI), Ivorian Television Broadcasting Fee (IDT), and the Advertising Tax at the Media Support and Development Agency (ASDM).
