Côte d’Ivoire's National Development Plan (NDP) 2026–2030 aims to foster sustainable, inclusive, environmentally responsible, and job-rich growth.

Côte d’Ivoire's National Development Plan (NDP) 2026–2030 will create the conditions for sustainable, inclusive, environmentally friendly, and employment-generating economic growth, particularly for young people and women, according to Minister Souleymane Diarrassouba during the government's public briefing, "Les Rendez-vous du Gouvernement," organized by the Government Information and Communication Centre (CICG) on 20 July 2026.

The NDP 2026–2030 targets an average annual economic growth rate of 7.2%, while increasing GDP per capita from US$3,148.2 to US$4,500, representing a 43% increase. It also seeks to reduce the national poverty rate from 37.5% to below 20%, a decline of more than 17 percentage points.

The plan further aims to increase the number of people in employment from 11.5 million to 14 million, while more than doubling the number of formal jobs from over 1.5 million to more than 3 million. It also sets ambitious social development goals, including raising the Human Capital Index from 0.38 to 0.70, increasing life expectancy at birth to 65 years, reducing the infant mortality rate to below 35 per 1,000 live births, and increasing the tax-to-GDP ratio from 15.4% in 2026 to 18.0% by 2030.

To achieve these objectives, the National Development Plan is structured around six strategic pillars, supported by clearly defined transformation drivers. These include significantly improving agricultural productivity through accelerated local processing of key commodities, with cocoa processing expected to rise from 42% to 50% and cashew processing from 45% to 70%.

The strategy also prioritizes the rapid development of human capital to enhance labour productivity, alongside a transition toward a green, circular, and climate-resilient economy. In addition, the Plan introduces an innovative investment promotion framework designed to strengthen the private sector, support national champions, and accelerate the large-scale adoption of digital technologies and artificial intelligence as key drivers of economic transformation.

The NDP 2026–2030 now serves as the country's single reference framework for all public and private sector interventions. It reinforces the role of the State as a strategic planner, positions the private sector as the primary engine of growth and job creation, and places human capital development at the centre of Côte d’Ivoire's long-term development strategy.
