Côte d’Ivoire’s National Development Plans are transforming the country’s economy and society

The National Development Plans (NDPs) developed and implemented in Côte d’Ivoire have contributed to the country’s economic and social transformation, poverty reduction, and significant progress in human development.

The information was provided by the Minister of Planning and Development, Souleymane Diarrassouba, during his appearance on the government platform “Les Rendez-vous du Gouvernement” organized by the Government Information and Communication Centre (CICG) on 20 July 2026.

The implementation of this national development policy through successive NDPs, including the NDPs 2012–2015, 2016–2020, and 2021–2025, has produced substantial results across all areas of socio-economic development.

At the economic level, GDP per capita doubled, rising from 789,803 CFA francs in 2012 to 1,764,200 CFA francs in 2025. The volume of merchandise trade increased by 479.4% between 2012 and 2025, from 4,985.2 billion CFA francs in 2012 to 28,885.1 billion CFA francs in 2025. Tax revenues also increased significantly, rising from 2,213 billion CFA francs in 2012 to 8,542.1 billion CFA francs in 2025.

The structural transformation of the economy has begun, driven by the dynamism of the secondary sector, which accounted for 24% of GDP in 2024 compared with 19.3% in 2011. Growth-supporting infrastructure has been significantly strengthened, and the business environment has improved considerably.

Regarding inclusive growth, the implementation of the Government Youth Programme (PJGouv) directly benefited 3.2 million young people between 2023 and 2025. The Productive Social Safety Nets Programme has supported 527,000 households since its launch in 2017, with a cumulative investment of more than 156 billion CFA francs.

In the health sector, the construction and rehabilitation of healthcare infrastructure, including the Bingerville Mother and Child Hospital, Angré University Hospital (CHU), the National Oncology Centre of Alassane Ouattara (CNRAO), Regional Hospital Centres (CHR), general hospitals, and Primary Healthcare Establishments (ESPC), as well as the implementation of Universal Health Coverage (CMU), increased the share of the population living within 5 km of a health facility to 82% in 2025, compared with 66% in 2011.

The Human Development Index (HDI) increased from 0.468 in 2011 to 0.582 in 2023, placing Côte d’Ivoire among countries with medium human development since 2020. Life expectancy at birth also rose from 56.57 years in 2012 to 62.3 years in 2025.
