ECOWAS Pushes for Cheaper Airfares Across West Africa, Citing Côte d'Ivoire as Regional Model

Leaders of the Economic Community of West African States (ECOWAS) have renewed their commitment to lowering the cost of air travel across the region, urging member states to accelerate the removal of taxes and the reduction of passenger charges that significantly increase ticket prices. The call was made during the regional bloc's summit in Freetown as governments seek to deepen economic integration, boost tourism and facilitate the movement of people and businesses.

Air travel remains among the most expensive in the world in West Africa, with taxes and airport charges accounting for a substantial share of the final ticket price. ECOWAS believes that reducing these costs is essential to improving regional connectivity, expanding trade and making air transport more accessible to citizens and investors.

In their final communiqué, heads of state called on member countries to fully implement previously adopted reforms, including the elimination of non-essential taxes and a 25% reduction in passenger service and security charges on flights operating within the ECOWAS region.

Côte d'Ivoire was singled out by the ECOWAS Commission as the only member state that has already fully implemented these measures. According to the organization, the country has abolished the targeted taxes and reduced both passenger service and aviation security charges by 25% on intra-ECOWAS flights, setting what regional officials described as a benchmark for other member states.

The recognition comes as Côte d'Ivoire continues to strengthen its aviation sector and position Abidjan as a leading air transport hub in West Africa. ECOWAS officials believe that broader implementation of the reforms would improve the competitiveness of African airlines, increase passenger traffic between regional capitals and facilitate business travel, tourism and investment across the bloc.

Beyond tax reforms, regional leaders also emphasized the need for significant investment in aviation infrastructure. They called on the ECOWAS Bank for Investment and Development (EBID), the African Development Bank (AfDB), Afreximbank, and other financial partners to support the modernization of airports, strengthen aviation safety infrastructure and finance projects required to implement the regional reform.

The initiative forms part of ECOWAS' broader strategy to strengthen regional integration and support the objectives of the African Continental Free Trade Area (AfCFTA). Regional officials argue that more affordable air travel would increase trade flows, encourage intra-African investment and enhance West Africa's economic competitiveness.

While several member states have yet to implement the agreed measures, ECOWAS hopes Côte d'Ivoire's early adoption will encourage others to follow suit, paving the way for lower airfares and stronger connectivity across West Africa.
