Côte d’Ivoire to Continue Governance Reform Project with World Bank Support
The Minister of Economy, Finance and Budget, Adama Coulibaly, announced the continuation of the Governance Improvement Project for the Delivery of Basic Services to Citizens (PAGDS), which was initially scheduled to conclude in 2025.
He made the announcement during the closing ceremony of the PAGDS on June 29, 2026, in Abidjan, in the presence of several government officials, the World Bank Division Director, Marie-Chantal Uwanyiligira, and the PAGDS Coordinator, Madeleine Yao.
"The quality of the results achieved and the strong performance in implementing the project have led the Government to continue and deepen the major reforms already undertaken through a new phase that has recently been approved by the World Bank's Board of Directors," Adama Coulibaly said.
According to him, this decision reflects the World Bank's confidence in the ability of national stakeholders to effectively address new challenges related to strengthening economic and financial governance.
Since its launch in 2019, the project has achieved significant progress and delivered substantial results, particularly through the development and operationalization of several digital platforms supporting budgeting and public procurement, domestic resource mobilization, service delivery in the education, health, and road maintenance sectors, as well as financial inclusion and citizen oversight.
"In total, 23 tools have been made available to public institutions, demonstrating the relevance and effectiveness of the reforms implemented under the project," he emphasized.
These reforms reflect a strong commitment to Côte d'Ivoire's economic transformation, based on the conviction that sustainable development cannot be achieved without an efficient, innovative, and results-oriented public administration that serves the interests of its citizens.
The primary objective of the PAGDS is to strengthen economic governance by increasing domestic resource mobilization, improving the efficiency of public expenditure management, and enhancing public accountability to citizens.
