Côte d’Ivoire’s Minister of Mines, Petroleum and Energy, Mamadou Sangafowa-Coulibaly, and Algeria’s Minister of Energy and Renewable Energies, Mourad Adjal, signed a framework cooperation agreement in the fields of energy and renewable energy on Tuesday, June 30, 2026, in Abidjan-Plateau.
According to Mamadou Sangafowa-Coulibaly, the agreement includes several immediate actions, notably support for strengthening Côte d’Ivoire’s national electricity generation capacity through the deployment of mobile power units with a total capacity of 100 MW. It also provides assistance in modernizing the country’s electricity transmission and distribution networks, including the urgent construction of 225 kV and 400 kV transmission lines, as well as the supply of critical distribution equipment and underground cable fault detection systems.
For the medium and long term, the minister announced the acquisition of power generation units manufactured in Algeria for a large-scale 1,500 MW power plant project, along with a comprehensive training and skills transfer programme for Ivorian engineers.
"We are also planning to establish electrical equipment manufacturing facilities and regional distribution centers for the marketing of energy equipment," he added.
For Mamadou Sangafowa-Coulibaly, this cooperation agreement goes far beyond a diplomatic formality.
"Through this agreement, we are reaffirming our shared commitment to building an exemplary, pragmatic, and forward-looking South-South partnership. Its implementation will provide a direct, immediate, and strategic response to the current operational challenges facing our electricity network. By combining the expertise of your teams with ours and deploying advanced technical equipment, we will do far more than build power lines or install turbines. Together, we are laying the foundations for Côte d’Ivoire’s energy ambitions within the framework of a strategic African partnership between two brotherly nations," he stated.
The minister also praised his Algerian counterpart, noting that Algeria has developed an integrated energy model covering not only the traditional activities of electricity generation, transmission, and distribution, but also engineering, the local manufacturing of advanced equipment, equipment installation and maintenance, and the training of skilled national professionals at every level.
For his part, Mourad Adjal explained that the agreement establishes the legal and institutional framework governing future cooperation activities and joint energy projects between the two countries.
He reaffirmed that Algeria, drawing on its internationally recognized expertise in energy and renewable energy, remains fully committed to sharing its knowledge and experience with Côte d’Ivoire in a spirit of African solidarity and South-South cooperation.
