The 11th Annual Review of reforms, policies, programmes, and community projects of the West African Economic and Monetary Union (West African Economic and Monetary Union (UEMOA)) was held on Friday, June 12 in Abidjan, under the chairmanship of the Minister of Planning and Development, Dr. Souleymane Diarrassouba, representing the Minister of Economy, Budget and Finance.

This annual meeting assesses the progress made by member states in implementing community reforms, which are essential for strengthening regional integration, the Union’s competitiveness, and its economic attractiveness. The ceremony took place in the presence of the President of the UEMOA Commission, Mr. Abdoulaye Diop, the institution’s Resident Representative, community experts, and several members of the Ivorian government.

The annual review is the instrument through which the Union evaluates and encourages the implementation of community reforms, policies, programmes, and projects in member states. It contributes to the harmonization of regulatory frameworks, the deepening of regional integration, and the improvement of the competitiveness of the community space.

The average implementation rate of UEMOA reforms in 2025 stands at 73%. Côte d’Ivoire has strengthened its performance with a rate of 85%, placing it among the top-performing member states of the Union.

As part of this edition, UEMOA has strengthened its support to member states, particularly through the provision of a guide on methods and techniques for transposing community directives, as well as a model notification act.

“Regional integration is a conviction upheld at the highest level of the State. Under the authority of the President of the Republic, H.E. Alassane Ouattara, Côte d’Ivoire intends to remain one of the driving forces of UEMOA by accelerating the transposition of community texts, their effective implementation, and the execution of community projects and programmes on its territory,” said Dr. Souleymane Diarrassouba.

Mr. Abdoulaye Diop stated that the 2025 evaluation covered 145 reforms, compared to 132 in the previous exercise. He praised Côte d’Ivoire’s performance, which reached an implementation rate of 85%.

By continuing to implement community reforms, UEMOA member states are building a more competitive and attractive economic space for businesses, investors, and citizens an essential condition for sustainable growth, job creation, and poverty reduction across the Union.
