Digital Transition and Technological Innovation: Minister Djibril Ouattara Outlines Five Priorities for 2026

Abidjan, March 17, 2026 – As part of the 2026 budget rollout for his ministry, on Wednesday, March 17, 2026, in Abidjan-Plateau, the Minister of Digital Transition and Technological Innovation, Djibril Ouattara, outlined his five main priorities for the year.

These priorities include democratizing digital access through internet availability to reduce the digital divide and improve citizens’ daily lives; optimizing government revenue collection through digital payment solutions; developing digital skills and promoting digital inclusion; strengthening cybersecurity and digital trust; and supporting innovation and the adoption of emerging technologies.

“The Ministry of Digital Transition and Technological Innovation plays a central role in implementing the government’s vision of making digital technology a lever for national economic transformation. In this context, the execution of the 2026 budget must be carried out with rigor, transparency, and efficiency, in line with the Results-Based Management (RBM) principles,” emphasized Djibril Ouattara.

On the occasion, the minister called on all actors in the public spending chain—including program managers, credit managers, and project coordinators—to demonstrate discipline and responsibility in managing the funds entrusted to them: “It is essential that we collectively ensure the optimal execution of our activities to achieve the objectives set in our 2026 Performance Framework, contributing effectively to the digital transformation of our country.”

It is noteworthy that the ministry’s 2026 budget amounts to 83.2 billion FCFA, up from 68.6 billion FCFA in 2025.
