Blé Goudé Advocates Governance Focused on Essentials and Priorities

Abidjan, Wednesday, January 28, 2026 – Charles Blé Goudé, President of the Congress for Justice and Equality of the People (COJEP), unveiled the main orientations of his political project at the Maison de la Presse in Abidjan. His approach emphasizes essentials and priorities, breaking away from what he calls institutional dispersion and public policies that have little impact on the daily lives of Ivorians.

Addressing an audience of party members, journalists, and civil society actors, the former political leader outlined an ambitious roadmap centered on strong social values, structural reforms, and a complete refoundation of the State. Through this program, Blé Goudé aims to build a united Côte d’Ivoire grounded in humanism, solidarity, justice, and equity. He stresses the need for political disagreements to be resolved through dialogue rather than violence and envisions a society where every citizen can freely express themselves while respecting the law.

Identifying as a social democrat, he promises a fairer redistribution of national wealth, with special attention to vulnerable populations. His vision also promotes the concept of a “new Ivorian”—disciplined, hardworking, honest, and actively engaged in civic life.

Education remains a cornerstone of this transformation. Blé Goudé asserts that progress is impossible without education. He proposes a deep reform of the national education system, including the creation of a patriotic and civic immersion program for young people aged 16 to 25. Participation in this program and in volunteer activities would grant priority access to certain public positions.

He also pledges to ensure equitable access to schooling, particularly in rural areas, to improve teaching quality and to enhance the status of educators through better compensation, improved geographic distribution, and smaller class sizes.

Addressing youth unemployment, he promises to provide every young Ivorian with a profession and decent employment by modernizing vocational training, establishing regional economic development hubs, and creating a support fund for self-employed entrepreneurs.

In the health sector, his objective is clear: raise life expectancy to 70 years. Plans include a modern and accessible healthcare system, the fight against medical deserts, strengthening healthcare facilities in rural areas, improving emergency response, and creating a Minimum Guaranteed Emergency Fund.

Social protection, poverty reduction, and modernized agriculture are also priorities. Blé Goudé aims to reform social security to restore dignity to the 47% of Ivorians living in poverty, proposing a dedicated ministry, a national social assistance fund, and a digital national social insurance card.

To address the high cost of living, he advocates for gradual tax reductions, subsidies for essential goods, the promotion of local consumption, and transitioning the informal economy into the formal sector. In agriculture, he proposes an urgent plan for food sovereignty, farmer professionalization, a social plan for farmers, and a dedicated fund for agricultural research and innovation.

Governance focused on essentials also entails refounding public administration, fighting corruption, and implementing a zero-tolerance policy. Measures include the digitalization of public services, the creation of a special anti-corruption brigade, and mandatory ongoing training for civil servants.

Institutional reforms are also on the agenda, including the abolition of institutions deemed “non-essential and non-priority,” such as the Senate, the Vice Presidency, and governor-ministers, with resources saved redirected to key sectors like education and health.

Through this vision, Charles Blé Goudé asserts his goal of reconciling the State with its citizens and building pragmatic governance centered on social impact and collective well-being.
